Took about 13 hours, but my friends and I figured out how to get inside the bunkers. You actually have to die and get inside the 1v1 Gulag arena. There are 3 numbers written on the wall on your side, and 3 numbers on the enemies side. They make up a 6 digit code, so you have to look at them and then kill your opponent. Then you go to the computer at the terminal. It lets you input the code ONLY if you have been to the Gulag. The laptop says panel unlocked. It unlocked the code panel to just one of the bunkers. You need to find the phone and it shows you a GPS mark on the map. The one the phone shows is the bunker that's unlocked. Inside is a war room with a view of the entire map. You can select a location to drop a nuke, but it only destroys a small area. Like the size of quarry, it would kill everyone in quarry and causes radiation that makes it so other players can't enter the area. There you have it!
