Car pulls into my lane and then stops - how NOT to drive

This Terrible Toronto Driver thinks they can make their left turn before I get there. Unfortunately, they reconsidered and then decided to just stop right in my lane.

Luckily I was paying attention and there was nobody in the other lane so I could go around this idiot.
