iOS 13.1.3 is now out to all supported devices. iOS 13.1.3 updates your iPhone or iPad with significant bug fixes and security updates. iOS 13.1.3 was released just a week or so ago and to see an update this quick means Apple continues working to get all the problems solved with iOS 13.
