WATCH: White House has prevented impeachment probe from being thorough, Gerhardt says Michael Gerhardt, a University of North Carolina law professor, said the House of Representatives has tried to conduct a thorough investigation but has been prevented from doing so by the White House. “The president has refused to comply with subpoenaed and other requests for information. That is where the blockage occurs,” Gerhardt said during a Dec. 4 hearing before the House Judiciary Committee. The focus of the Judiciary hearing, part of the impeachment probe into President Donald Trump, is to define the grounds of a presidential impeachment.
